How Does The E-Challan System Work?

Using new technologies, the traffic enforcement system has overcome the limitations of the traditional manual approach.

Many road accidents were caused by violations of traffic laws, putting lives at risk. Bribery was used to avoid punishment by violators. Manual traffic regulation was also made more difficult by the increased traffic. Through the e-challan system, however, traffic laws are complied with more efficiently, and the public adheres to them more strictly.

What is E-Challan In India?

In a challan system, traffic enforcement officials issue a written notice to the violator of traffic rules. The challan notifies persons who violate traffic laws that a penalty must be paid.

Due to the digital transformation, challans are now issued electronically via the Electronic Challan System. The e-challan system for traffic police consists of an android app and a web interface. It integrates with the Vahan and Sarathi apps and provides several Traffic Enforcement System functions.

The e-challan system is the most interesting for the stakeholders, such as:

  • Traffic polices
  • Citizens
  • State Transport Office
  • Regional Transport Office (RTO)
  • The Ministry of Road Transport and Highways
  • NIC admin

In this list, you can find the violations for which an e-challan might be issued:

  • Ignoring a red traffic light and keep driving.
  • Overspeeding
  • Unauthorized use of a motor vehicle
  • Driving under the influence(In this type of violation, a driver is impaired by alcohol or other drugs)
  • Driving without a valid driver's license.
  • Driving without an obligatory insurance
  • A refusal to provide information to the traffic police when asked
  • When the traffic police ask you to stop, but you do not.
  • When a driver does not wear a seatbelt or helmet
  • Not carrying mandatory vehicle documents while driving

How Does the E-Challan System Work in India?

The introduction of e-challans has led to a revolution in traffic management across the country. Whether traffic police are present or not, the system ensures that people obey traffic rules. Here's how it works:

  • E-challans are automatically issued with CCTV cameras installed on prominent highways and roads. The system immediately detects traffic violations like speeding, red light jumping, driving a stolen vehicle, etc. Violations may also be recorded through e-challan apps, after which the enforcement officer issues a notice or e-challan fine. For future reference, the cameras also record footage.
  • Even if the authorities are not present at the location, they can detect traffic violations. They can retrieve vehicle information and other records from the Regional Transport Office (RTO) or Vahan and Sarathi apps by analyzing CCTV footage. This enables precise detection of violations. Depending on the type of violation, the amount of the challan fine or e-challan fine is automatically calculated.
  • Once the traffic authorities have obtained the address and mobile number of the rule breaker, the Regional Transport Office (RTO) e-challan is sent to the mobile number. It indicates the exact date and time of the violation.
  • By issuing the e-challan, the violator is required to pay the penalty within a specified period. Thus, the driver can drive the vehicle without experiencing any problems.
  • The following stage refers to paying the e-challan fine. We can make payments both online and offline.
  • A simple click on the link provided in the SMS initiates the online payment process. Offline payments can be made by cash at the Regional Transport Office (RTO).

What Are the Advantages of the E-Challan System?

The followings are the advantages of the e-challan system:

  • The e-challan system has improved traffic behavior and road safety.
  • The e-challan integration system guarantees transparency and reliability. As a result of digitization at every stage, various traffic violations, the number of challans, payments, etc., can be analyzed.
  • Bribery and other corrupt practices play a role in traffic rule violations. Digitalization improves the transparency of the challan system. As a result, corruption and revenue losses have been reduced.
  • Using the E-Challan system allows citizens to pay their challans anytime and anywhere, saving time and effort.
  • As it is an electronic document, E-challans have replaced paper.
